Depends on the apartment, In many, your only option is to wait for the building to decide that the exterior windows need to be cleaned. Being able to be safely cleaned by the tenants is not a high priority.

As Goggles Pizzano said, remove the sliding panes, clean the fixed center pane by reaching outside, clean the sliding panes while they’re on the floor inside, then put them back. You should be able to remove the sliding pane from the tracks by sliding it open 8 0% (there are detents you have to get past) and lifting the bottom of the pane out of the track. Sometimes the tolerances are too tight, in which case you’re out of luck unless you feel like laddering up or are good enough to get it with a long pole.
